ISCP Webinar: Prominent Leaders Analyze Emerging Global Order

Toronto, Canada – As its first event of this year, the International Summit Council for Peace (ISCP) held a global webinar on June 18, 2026, on the theme “The Future of the Rules-based World Order” Four prominent former heads of state or government from different parts of the globe offered their opinions on this very challenging and topical issue in a series of presentations, each seven to eight minutes long.


The four speakers were Hon. Gloria Macapagal Arroyo, president of the Philippines from 2001 to 2010; Hon. Goodluck Jonathan, president of Nigeria from 2010 to 2015; Hon. Anthony Carmona, president of Trinidad from 2013-2018 and a judge at the International Criminal Court in The Hague from 2012-13; and Hon. Jose Manuel Barroso, prime minister of Portugal from 2002-2004 and president of the European Commission from 2004 to 2014. They presented their particular insights on developments in the global rules-based order, and their vision for how this might develop in the future.


Concluding remarks were offered by Dr. Tageldin Hamad, president of UPF International, who stressed the importance of values and morality in any rules-based order. 


These presentations were followed by a question-and-answer session. Members of the global audience – more than 360 from around the world – were invited to pose questions, which were put to each of the speakers in turn by ISCP global coordinator and session chair Dr. Franco Famularo.
