Buenos Aires, Argentina—“Development and Cooperation: Proposals and Challenges for the Day After” was the theme of a panel of the International Association of Parliamentarians for Peace (IAPP), within the IAPP/UPF Argentina’s Lines of Action series. The Zoom webinar took place on October 26, 2020, with 92 connections and 189 registered participants from Argentina and other Latin American countries. In a respectful environment, we listened to valuable concepts and contributions from representatives of different political views.

Panelists were Oscar Laborde, president of Mercosur Parliament; National Deputies Alma Liliana Sapag, representing Neuquén Province, and Fabio Quetglas, representing Buenos Aires Province; and Gabriel Fidel, Mercosur parliamentarian representing Mendoza. The moderator was Ambassador for Peace Humberto Benedetto, Mercosur parliamentarian representing Córdoba. Ambassador for Peace Christian Oreb, general coordinator of Red Cooperar, gave a presentation as a civil society guest.

The Q&A section was in the charge of Ambassador for Peace Patricia Pitaluga, President of the civil society Acercando Naciones. Special guest Dong Mo Shin, regional UPF director in South America, gave a few words for the occasion. General moderation was in the charge of Emanuel Sayavedra, from UPF-Argentina’s Governing Board; technical coordination was by Juan Olivari, from the HJ Media Team; and general coordination was by Miguel Werner, UPF-Argentina’s secretary general.

Beginning in August, we have addressed other IAPP-Argentina’s lines of action: “Education and Values,” “Environment and Sustainability,” “Governance and Transparency” and “Dignity and Human Rights.”

GOAL:

The Parliamentarians Panel addressed the “Development and Cooperation” line of action in the current Covid-19 context, in order to analyze new forms of development, with a more integral, social, and federal vision that transcends the economic view. The purpose is to promote cooperation and regional and international solidarity, as well as new ways of addressing social injustice and other local, regional and global dramas.

BACKGROUND:

The International Association of Parliamentarians for Peace (IAPP) was globally launched in Korea in February 2016, as part of various peace initiatives and projects of the Universal Peace Federation (UPF), an international, interreligious entity that develops projects and activities in more than 150 countries under the premises of interdependence, mutual prosperity and universal values.

The IAPP seeks to unify knowledge, experience and good practices from legislators and other fields to face the critical challenges of humanity and the planet: poverty and corruption, violence and extremism, pollution and climate change, educational crisis and family breakdown, ethical and religious conflicts, the threat of “new wars,” the world refugee crisis, territorial disputes, and so forth.

The regional IAPP was regionally launched on October 11, 2016, in Asuncion (Paraguay); in Argentina, it was launched on November 30, 2017, at the National Senate. On the occasion, it was established five lines of action: Education and Values, Dignity and Human Rights, Governance and Transparency, Development and Cooperation, and Environment and Sustainability.

CONTEXT:

How can we generate agreements to set state policies that can create sustainable development programs, with a more integral, social and federal vision that transcends the economic view while also fostering regional and international cooperation and solidarity?

How can we claim the transformative role of politics, particularly of parliamentarians as representatives of the people, to propose and promote solutions to local and global issues and conflicts?

How can we overcome old dichotomies and struggles from sectors, including national and individual selfishness, avoid more division and facilitate dialogue and mutual respect in order to work for the dignity of each individual and seek common good?

Which are the innovative answers to countless challenges and the opportunities we currently have to think about sustainable development, reducing social and global conflicts, and to restore a good relationship with the environment?
